    FTMQB10-02 Test Engineer
    Location: Falls Church, Virginia but moving to Ft. Meade, MD in early 2011

    Femme Comp Inc. currently has an immediate opening for a full-time Test Engineer who will work to support our Joint Interoperability Test Command (JITC) contract.

    Responsibilities will include, but are not limited to:

    •To provide TM support to Program Offices, by developing test methodology/strategies from requirements and system knowledge; prepare risk assessments, requirements traceability matrixes, executive summaries, and test status reports; review test documentation; attend test planning meetings; collect and analyze data, and report results.
    •Testing will include SOA services and User Interfaces utilizing services and other web-accessible capabilities.
    •This effort will require knowledge of agile testing; test tools, and general knowledge of network infrastructure knowledge.
    •Knowledge of T&E test director role/responsibilities and T&E requirements, test methodologies and data collection/management processes.
    •Must be able to communicate effectively both verbally and in writing with confidence to various high level DoD personnel.
    •Capable of introducing new innovative ideas/suggestion/recommendations based on research/analysis to the customer.
    •Individual will be instrumental in helping the organization move forward within the T&E arena.
    •Should have an understanding of methodologies, instrumentation, modeling & simulation (M&S), Scrum, and Agile processes required for testing and evaluation of IT capabilities development and deployment.
    •Be able to develop short and long term objectives and processes for assessing current T&E capabilities; providing a basis for future T&E capabilities; and, providing inputs for improving current and future T&E investment processes; to include people, facilities, equipment, tools and processes.
    •Ability to lead and work as an integral part of a cohesive team of personnel and manage several tasks to include tracking of budget resources.
    •Possess strong writing skills and be to able to review and comment on DISA T&E documentation written test reports, test data analysis, methodologies and processes and provide assessments and recommendations to ensure integrity and confidence in the display of test data, the development of test artifacts, and information awareness for DISA programs testing status.
    •Participate in various T&E working groups both internal and external to DISA for the improvement of T&E strategies for DISA acquisition programs.
    •25% travel required as present time.
    •High amount of direct client contact with a great deal of writing.

    To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

    •Bachelor’s degree in System Engineering or Computer Studies.
    •Five years of system development with sound understanding and knowledge of enterprise-level interoperability.
    •Developmental, functional, and operational testing experience on automated information systems (AIS).
    •Knowledge/familiarity of Department of Defense (DoD) and Joint Staff directives, instructions, and regulations.
    •Must be very proficient with Microsoft Office products.

    FTMQB10-07 Senior Nuclear C3 Engineer
    Location: Falls Church, VA but moving to Ft. Meade, MD in early 2011

    Femme Comp Inc. currently has an immediate opening for a full-time position as a Senior Nuclear C3 Engineer who will work to support the Defense Information Systems Agency (DISA). This position is expected to have a period of performance of 9 months.

    Responsibilities will include, but are not limited to:

    •Provide planning assistance and engineering support to DISA for subsequent delivery of engineering recommendations to the Joint Staff and the nuclear C3 community that allows for effectively disseminating information which directly aids the execution of Presidential nuclear decisions.
    •Support the development an “EAM Certification” process. This process will consist of creating and reviewing critical test plans, test reports, and engineering recommendations that effectively assure that components of the Nuclear C3 System operate according to the criteria published in Chairman, Joint Chiefs-of-Staff Instruction (CJCSI 6811.01B), “Nuclear Command and Control Technical Performance Criteria” (NTPC).
    •Support the EAM certification of nuclear C3 cryptographic devices that are being modernized with new devices. Due to enhanced cryptographic products, system implementations, transitions, and fielding of these devices, it is essential the “EAM Certification” process become integral to the entire cryptographic modernization life-cycle.

    Required skills:

    •Detailed understanding of the message delivery performance measures identified in the Chairman, Joint Chiefs-of-Staff Instruction (CJCSI 6811.01B), “Nuclear Command and Control Technical Performance Criteria” (NTPC).

    FTMQB10-09 Senior Nuclear C3 Analyst
    Location: Falls Church, VA but moving to Ft. Meade, MD in early 2011

    Femme Comp Inc. currently has an immediate opening for a full-time position as a Senior Nuclear C3 Analyst who will work to support the Defense Information Systems Agency (DISA).

    Responsibilities will include, but are not limited to:

    •Responsible for updating and maintaining the Nuclear C3 System Program Tracking Report (PTR). The PTR describes and analyzes the funding of programs within the Department of Defense (DOD) budget that support nuclear C3.
    •Provide an understanding of the relative scope of nuclear C3 programs with respect to the overall DOD budget and specifically the DOD C3 budget.
    •Describe how funding is being utilized to evolve the Nuclear C3 System into an objective architecture that meets national security requirements.
    •Perform analysis and engineering functions by continuing to update a set of documents called the Nuclear C3 System Description (NC3SD).
    •Periodically revise these documents to ensure they accurately and consistency reflect all the necessary changes to the nuclear C3 structure.
    •Write, or re-write and update as necessary, the descriptions of each of the component nuclear C3 systems covered in the document. Research, verify, and document existing data (e.g., text, tables, and graphics) on current component systems, as well as researching and documenting information on new or emerging systems or technologies that pertain to nuclear C3.
    •Maintain a classified library of all the reference material acquired during the NC3SD update process. This reference material shall, to the greatest extent possible, be made up of primary reference documents and other sources of information, such as engineering descriptions of the individual systems, technical manuals, top level specifications, etc.
    •Support both quick reaction and longer continuing studies and analyses of nuclear C3 issues for OSD, the Joint Staff, various commands, the services and agencies.

    INHQB10-03 Information Assurance Test Engineer
    Location: Indian Head, MD
    Citizenship/Clearance requirement: Candidates must be a U.S. citizen and will be required to obtain and maintain a DoD security clearance.

    Femme Comp Inc. currently has an immediate opening for a full-time Information Assurance Test Engineer who will work to support our Joint Interoperability Test Command (JITC) contract.

    Responsibilities will include, but are not limited to:

    •Provide support to the Defense Message System (Extended Boundary System (DEBS)) Test Incident Database; IA Test and Evaluation of various vendor products, computer systems, software intensive/driven systems, networking/switching products, and wireless systems and provides recommendation on these products meeting the JITC, U.S. Army Approved Product List, and Unified Capabilities Requirements 2008 (UCR 2008) IA requirements.
    •Responsible for evaluating systems based on Department of Defense (DoD) Security Technical Implementation Guidance (STIG), Information Assurance Vulnerability Alert (IAVA), Wireless Assessments, and advise customers on mitigation techniques for configuration and application of enhancements to operating systems and application software.
    •Knowledge and experience with DoD Security Implementation Guides (STIG) and Security Readiness Review (SRR) for multiple operating systems (Windows 2000/XP/2003, UNIX, Linux Red Hat), software applications (Oracle, SQL) and web technologies (Apache, MS IIS).

    GERSH10-04 AFRICOM C4 Systems Satellite Communications Support
    Location: Stuttgart, Germany USAFRICOM headquarters

    Femme Comp Inc. has an immediate opening for a full-time AFRICOM C4 Systems Satellite Communications Support position to support USAFRICOM headquarters.

    Essential functions of the Systems Satellite Communication Support position will be:

    •Provide lead engineering on site support per AFRICOM direction to serve as primary day to day interface for tasking and delivery prioritization.
    •Provide recommendations for management of AFRICOM single channel satellite apportionment. Provides for consistently technically accurate, timely, positive information and reflects thorough in-depth understanding of command satellite requirements and war fighter needs whether orally or in writing.
    •Provide technical engineering assistance to all phases of network development, operation and management. Monitor network topologies; develop and evaluate alternative utilization or configuration options.
    •Provide technical expertise and input on procedural guidance for AFRICOM and Component Commands regarding the authorized use of satellite resources.
    •Performs independent research, analysis, and evaluation of requirements and provides recommendations on the best way to ensure adherence to DoD standards.
    •Provide expert technical advice on satellite resources to the Senior Leadership in AFRICOM, DoD, JCS, Defense Information Systems Agency (DISA), and other U.S. Government agencies involved in satellite matters.

    •Coordinate with the RSSC and DISA; validate satellite access request, validate gateway access request, disseminate SAR/GAR validation to CCJ6C, review returned satellite access and gateway access authorizations for discrepancies, review all ASI, and file/record mission information and manage SATCOM frequency and transponder allocations.
    •Identify transmissions network problems. Ensure strategic to tactical transmissions connectivity is functioning properly.
    •Monitor and evaluate configurations and performance of the Tier 1 transmissions network.
    •Maintain situational awareness of the AFRICOM Tier 1 transmission network issues and performance.
    •Assist components and JTFs with transmissions troubleshooting.
    •Advise the Watch Officers and Operations Officer on the robustness and performance of the theater transmissions architecture and recommend courses of action.
    •Enforce AFRICOM configurations and policies on the Tier 1 and below transmissions network.

    DCMJB10-06 Senior Systems/Budget Analyst
    Location: Crystal City, VA area

    Femme Comp Inc. currently has an immediate opening for a full-time Senior Systems/Budget Analyst to support the HQDA CIO/G-6 Information Resource Integration (IRI) Directorate, Program Integration Division. This position has a high amount of direct client contact and requires a great deal of writing and presenting as well as the ability to provide support at General Officer level meetings.

    Responsibilities will include, but are not limited to:

    •Assisting in the CIO/G-6 IRI Office (SAIS-ZR) in the exercise of its responsibility as the primary office within CIO/G-6 for producing a C4/IT plan, program, and budget to ensure that critical Army C4/IT needs are adequately resourced
    •Supporting developing recommendations that will integrate resources for all Army C4/IT programs within HQDA, and support the SAIS-ZR manager working PPBES processes
    •Assisting in the development of an overall C4/IT investment plan and work to ensure that C4/IT resources are allocated in accordance with the priorities in the investment plan

    •A professional, experienced Staff Action officer who has worked on the HQDA or equivalent Service/Agency/COCOM Staff with budget, Program Objective Memorandum (POM) and Programming, Planning, Budgeting, and Execution (PPBE) experience
    •Knowledgeable of Army C4/IT initiatives and capabilities, both existing and emerging
    •Army Finance Military School or equivalent a plus but not required.
    •Familiar with the organization, processes and procedures of the OSD and HQDA organizational structures.
