Program Manager – DCMTN15-01

Location: Alexandria/Falls Church/Arlington, Virginia area

FCI is seeking candidates for a full-time program manager overseeing the operations of a defense-related security systems computer network. Basic qualifications for this position:

• 10 years of demonstrated experience in program management managing information technology projects or programs on behalf of the Department of Defense, preferably the Pentagon Force Protection Agency.

Information Assurance Specialist – ARLTN15-01, 02, 03

Location: Arlington, VA

Citizenship/Clearance requirement: Candidates must be a U.S. citizen and will be required to have an ACTIVE DoD SECRET level security clearance, at a minimum.

FCI has an opportunity for an Information Assurance Specialist supporting our Cybersecurity Team for the Pentagon Force Protection Agency (PFPA). The candidate will conduct security vulnerability assessments via Department of Defense (DoD) requirements and tools to include Assured Compliance Assessment Solution (ACAS). In addition, the successful candidate will manage DoD Information Assurance Vulnerability Managements (IAVM), and disseminate vulnerability notifications, track assets, and track compliance of vulnerabilities and POA & M.

Information Assurance Technician – ARLTN15-04

Location: Arlington, VA

Principal Resource Analyst – PENLK15-18

Location: Pentagon in Arlington, VA

Citizenship/Clearance requirement: Candidates must be a U.S. citizen and hold a current DoD Secret clearance.

As an Action Officer (AO) in support of the Office of the Army’s Chief Information Officer (CIO) G-6, the candidate will serve as principal staff, strategist, policy developer and technical expert supporting Information Technology Management issues for the US Army, Chief Information Officer (CIO)/G-6. The candidate will provide technical guidance and ensure Army initiatives and capabilities for LandWarNet and Beyond supporting automation, telecommunications, commercial activities and Life Cycle Management (LCM) of C4IT requirements meet intended objectives of Department of Defense (DoD) policies and instructions using objective measurements and systematic analysis.

The candidate will conduct technical research and strategic operational analysis for all Management Decision Evaluation Packages (MDEPs) that reside in the Installations Program Evaluation Group (II PEG). The candidate will perform MDEP assessments and identify Army IT programs for efficiencies and ensures those requirements are aligned to the DoD Enterprise network. They will provide oversight and guidance in the development, implementation, and execution for Army components requiring DOD Information Network (DoDIN) waivers and Non-DoD Connections. They will work closely with Army components to promulgate Army policy, processes, and fundamental constructs of DoDIN Waivers and Non-DoD connections. Senior Systems Engineer – COSTL15-01

Location: Colorado Springs, Colorado

Citizenship/Clearance requirement: Candidates must be a U.S. citizen and will be required to obtain and maintain a DoD TS/SCI security clearance.

FCI has an immediate opening for a full-time Senior Systems Engineer. Candidates must be a U.S. citizen and will be required to have an active DoD security clearance. This position is located in Colorado Springs, CO but may require regular trips to the Joint SATCOM Engineering Center (JSEC) in Aberdeen Proving Ground, MD.

This position provides support to USASMDC/ARSTRAT G6 SATCOM with Terminal and Modem Performance Certification and services for the WGS, GBS, and DSCS SSEs. This support requires knowledge of engineering-based concepts and desired familiarity with Military Standard (MI-STD) 188-164B, MIL-STD 188-165A, Standardization Agreement (NATO) (STANAG) 4486, European Telecommunication Standards Institute (ETSI) Standard EN302 307, and USASMDC/ARSTRAT terminal performance certification and modem performance certification documents. This engineer will be responsible for performing the following functions In Accordance With (IAW) established processes:

• Evaluate terminal performance certification reports through all phases of the performance certification process.
• Generate an engineering-based assessment for each terminal performance certification report, and determine compliance or non-compliance with the above criteria.
• Evaluate modem performance certification reports through all phases of the performance certification process.
• Generate an engineering-based assessment for each modem performance certification report, and determine compliance or non-compliance with the above performance criteria.
• Provide guidance and recommendations to vendors, Government PMs, or the Wideband Consolidated SSE to modify a system design or configuration when necessary to bring a terminal or modem into compliance with performance certification requirements and standards.
• Evaluate new SATCOM technologies, and recommended changes to current performance certification requirements and standards.
• Review WGS and DSCS satellite performance certification test procedures, and provide input to change or modify processes and procedures if required.
• Provide support for test and evaluation during WGS and DSCS on-orbit testing, operational evaluations, and anomaly resolution.
• Review WGS and DSCS satellite performance test reports, and generate engineering-based assessments of the results.
• Provide engineering-based support for system modifications, changes, and updates to the Wideband Satellite Communications (SATCOM) Operational Management System (WSOMS).
• Maintain and update offline and online modem and terminal static databases within WSOMS.

Required Skills and Education:

• At least a Bachelor’s degree in Engineering required; Master’s degree in Engineering preferred.
• Operational experience or familiarity with SATCOM terminals, especially Wideband terminals, is HIGHLY desired.
• WGS or Wideband engineering experience HIGHLY desired.
• Ability to multi-task with a high degree of accuracy and minimal supervision in a fast-paced environment with specific time constraints.
• Ability to use individual quantitative analytical capabilities to solve problems and complete analysis.

JAVA Software Developer – FTBLK15-01

Enterprise Analyst - FTBLK15-04

The candidate will provide on-site support to the Enterprise Services division on Headquarter Department of the Army (HQDA) Chief Information Officer (CIO)/G6 priority initiatives to include, but not limited to, the Unified Capabilities and Enterprise Collaboration implementation. Policy Analyst - FTBLK15-24

Location: Fort Belvoir, VA

Citizenship/Clearance requirement: Candidates must be a U.S. citizen and hold a current DoD Secret clearance.

The candidate will provide on-site Information Technology (IT) policy and governance expertise in support of the Policy & Governance Division, Headquarters Department of the Army (HQDA) Chief Information Officer (CIO/G-6). The candidate will draft and develop rational statements supporting policy and updates to all CIO/G-6 documents including Army Regulation (AR) 25-1, Pamphlet (Pam) 25-1-1, Pam 25-1-2, All Army Activities (ALARACTs), CIO/G-6 memos, etc. The candidate will review joint and Army actions for consistency with Army policies concerning IT infrastructure and will routinely use and require knowledge of Army IT policies and policy development processes. Principal Resource Analyst - FTBLK15-17

Location: Fort Belvoir, VA

Citizenship/Clearance requirement: Candidates must be a U.S. citizen and hold a current DoD Secret clearance.

As Action Officer (AO) in support of the Office of the Army’s Chief Information Officer (CIO) G-6, the candidate will serve as principal staff and Information Technology (IT) functional expert on various matters pertaining to non-tactical, terrestrial-based Army Posts/Camps/Stations networks, IT operations and infrastructure maintenance. They will perform Headquarter (HQ) Department of Army (DA) staffing analysis, and author or assist in creating original reports, information papers, memorandums, Executive Summaries (EXSUM), and briefings on various IT issues assigned to him. The documents and reports are produced for consumption by G-6 leadership, divisions and directorates AOs, and entities outside of CIO/G-6, to include other Military services and Department of Defense organizations. The candidate will participate in reviews and revisions of IT related documents such as Army Regulations (ARs) and Execution Orders (EXORDs). They will coordinate, prepare, and participate in/or lead meetings, conferences, and working groups.

The candidate will be responsible for analyzing Unfunded Military Construction and Sustainment Restoration Modernization (SRM) IT Requirements submitted to CIO/G-6 for validation and funding. They will acts as the focal point for both the Army proponent submitting the Unfunded Requirements and the various Army organizations responsible for validating the Army or Joint unique systems. They will work with Military Construction Army (MCA) and CIO/G-6 IT Investments Division to identify CIO/G-6 liabilities.

Senior Cyber/IA Analyst – FTBLK15-08

Location: Fort Belvoir, VA

The candidate will provide on-site support to the Headquarters Department of the Army (HQDA) as a full-time Senior Cyber/IA Analyst located at Fort Belvoir, VA. This position requires a person with very strong written and verbal communication. The candidate will support development of a three-tiered Designated Approval Authority (DAA) structure that aligns with Cloud Service Provider (CSP) environments: Infrastructure as a Service (IaaS) layer, the common services layer, and the application layer.
